Northern Liberties runs on two different sets of cars. There are the ones that live in the new blocks — rear pads, gated bays underneath, cars that come out on Saturday and sit the rest of the week. Then there are the ones that arrive every evening and park on the street because somebody is meeting friends on 2nd Street or Girard. The second group is a large part of why the first group loses windows: a visitor's car with a bag on the back seat gets picked, and the car beside it gets picked too, because whoever is working the block rarely stops at one.
The other half of the story is that this neighborhood has not stopped being a building site for twenty years. Lots that sat empty since the mills closed are going up as townhouses, and the trucks servicing them run all day over the same few streets. Grit off a site settles on parked cars and the first wipe drags it across the screen. What Northern Liberties has going for it is space: those rear pads and loading bays are some of the best mobile addresses in the whole coverage area, so a windshield done where your car already stands is often a cleaner job than one done on a permit block. Either way the bay is six or seven minutes off, 8 to 5 on weekdays.
2nd Street is the main run through the neighborhood, busy with parked cars, deliveries and people circling for a space near Girard. Girard Avenue crosses at the top with trolley rail set into it. Spring Garden Street carries the crosstown traffic at the bottom, and Delaware Avenue runs the river side with I-95 above it, so the on-ramps at Girard and Callowhill put a car at highway speed a minute after it leaves a garage. North American Street is the wide, rough industrial spine on the western edge and still does industrial work. In between, the older blocks are narrow, one-way and parked tight to the curb, while the newer ones have ramps and pads behind them built for smaller cars than most people drive now.

The biggest single cause is opportunist break-ins on the nights the neighborhood fills up, concentrated on the streets nearest the bars and the restaurants rather than spread evenly. Second is expressway stone: with the I-95 ramps that close, a car that never leaves the city still collects highway damage off patched concrete and truck tires. Third is construction. Between the sites and the trucks that serve them there is always sand, grit and the occasional dropped fastener on these streets, and wipers turn all of it into fine scoring that flares oncoming headlights on a wet night. Fourth is the architecture people park in — the helix inside a parking structure is tight, the columns are unforgiving, and mirror glass and quarter lights come off against them week after week, and that is glass work rather than body work more often than owners expect.
Girard Avenue east is the simple one: stay on Girard past Front Street, pick up Frankford Avenue a few blocks along, turn up it and Columbia Avenue crosses. From 2nd Street, come north to Girard and go east. From the river side, Delaware Avenue north to the Penn Treaty Park corner and Columbia runs inland from there. Six or seven minutes on a normal weekday morning, longer when Girard backs up near the El.
